`mark_versioned_reference_set`

Mark a table as a versioned reference set that is republished periodically — controlled terminology, a citation set, a tax table. versionColumnId says which release a row belongs to. keyColumnIds is what identifies the same thing across releases, and is a LIST because a code is often only unique alongside another: a diff keyed on a term code alone reports one term as two wherever that code is reused. Pass clear: true to stop treating the table as versioned. No rows are changed either way.
